El Derecho Internacional puede ser entendido como un lenguaje. El objetivo de
este curso, en ese sentido, es familiarizarlos con las estructuras
gramaticales básicas y el vocabulario elemental de este lenguaje, mediante los
cuales puedan expresar ideas coherentes y convincentes, si así lo requieren en
algún momento de su vida profesional. Así mismo, esta clase pretende
introducir la estructura y funcionamiento de las organizaciones
internacionales más importantes, de manera que el estudiante tenga un
conocimiento claro y específico del funcionamiento de las organizaciones
internacionales más relevantes y la forma como éstas organizan las dinámicas
del poder internacional.
“Hablar” derecho doméstico no implica saber “hablar” derecho
internacional. La interacción de poderes en la política internacional es muy
diferente a aquella de la política doméstica. Por tal motivo, la dinámica de
creación de normas y la estructura de los argumentos en DIP son particulares,
diferentes en muchas ocasiones de las dinámicas y estructuras que encontramos
en derecho doméstico.
La relevancia de este curso es inmensa para cualquier estudiante de
relaciones internacionales. El proceso de globalización nos afecta a diario:
todos ustedes están al tanto de ese hecho. Sin embargo, no es sólo eso: la
realidad del mundo en el que vivimos está cambiando de forma nunca antes
vista, ante nuestros ojos. Y el DIP es el vehículo argumentativo mediante el
cual vamos a aceptar, o a resistir, esos cambios.
La idea esencial es incentivarlos a aprender ciertos datos elementales de DIP
(el “vocabulario”), pero también entrenarlos para que puedan identificar las
estructuras e instituciones internacionales sobre las cuales se presentan esos
datos (la “gramática”), con el objetivo final de conocer la globalidad de
instituciones que dan lógica al orden político y económico internacional.

El centro de este curso son los estudiantes. Se combinarán diversos métodos de enseñanza, en función de los requerimientos del tema estudiado. El curso incluirá talleres, aprendizaje basado en problemas, discusión abierta y trabajos escritos. La clave del éxito de cualquiera de estos métodos, sin embargo, es la preparación previa por parte del estudiante, la debida organización en grupo y la organización personal del estudiante, la cual será objeto de constante evaluación.
