Colombia and the Historical Globalization process digs into the historical events that determined the transition from the hypothesis of the international division of labor to the economic view of factor endowment as a condition to economic growth. These political economy approaches are viewed also from the interdependence international political economy model that switched into a more cooperative approach to business understanding of geopolitics. Nowadays international relations theoretical view of the world change as a consequence of the expansion of the size of the markets situation that lead countries to transform international politics from the egoist view of realism into functionalism or rather economic cooperation among states, leading to a secession of sovereignty from states into multilateral institutions of the world order.
1. From the view point of neorealism this introductory course offers to a freshman student the highlights about academics discussion that explains how the world transformed from an old empire type of rules into a freer democratic world. The dynamics of the geopolitical discussion started from the realism assumptions and ended with the neorealist proposals that explain how states cooperate.
2. Keohane and Nye (2001, pag 272) suggests that international power is determined by political structures and process. The first variable refers to distribution of capabilities among political units and the second to the interactions into which the units relate to each other. The political process refers to the relationships among the formal rules, informal customs and conventions and the patterns in which global players interact. These players might be countries and group of countries, multinational corporations and nongovernmental organizations.
The new approach to international relations is governed by views like international political economies approach, where cooperation among states is governed and directed by degrees cooperative actions. Structures and process or macroeconomic policies followed by sates and microeconomic decisions followed by multinationals and other actors, leads to new sources of exchange among states and firms. The last argument is the fundamental factor that explains globalization processes. According to this assumptions we study in this course.

Siguiendo el modelo pedagógico de la UJTL, en el Programa de Relaciones Internacionales se concibe la evaluación formativa como una ocasión que el estudiante tiene de aprender y de saber cuánto ha aprendido y qué problemas tiene para continuar aprendiendo. Al mismo tiempo constituye una ocasión para el docente de conocer a sus estudiantes y organizar el trabajo de la enseñanza a partir de ese conocimientoLa evaluación es parte del proceso de enseñanza y funciona como impulsor de dicho proceso. Esta es permanente y tiene como objetivo central orientar un proceso. Busca examinar hasta dónde se han cumplido ciertos objetivos explícitos y reconocer los progresos de los estudiantes. Un objetivo central de la evaluación formativa es conocer al interlocutor. Las pruebas y las evaluaciones son un material de investigación o practica que permite orientar la acción pedagógica a la resolución de problemas de apropiación y comprensión de los conceptos. El error se constituye en un punto de partida para el trabajo de reflexión acerca de cómo superar sus causas. Por ejemplo de la necesidad de un cambio conceptual y diseñar las estrategias para lograrlo.No sólo se evalúa el conocimiento adquirido o los procesos de trabajo de los estudiantes sino la interacción docente-estudiante, estudiante-estudiante alrededor del trabajo.En el Programa no se excluye la posibilidad de realizar evaluaciones sumativas.Las evaluaciones pueden realizarse en cualquier momento y deben reportarse al Programa en los tres momentos previstos para ello, en el reglamento estudiantil.
